Security Guard

Companies which operate a Private Security Guard business within the city limits of Topeka must be licensed by the Topeka Police Department to do business in the city.  

Individuals that work for a private security guard company must be licensed in the City of Topeka to work as a security guard.  Companies and individuals who are licensed have met requirements and passed a background check in order to receive their license.

The City of Topeka and the Police Department do not endorse or imply in any way their approval of any individual business’ policies, practices or methods of doing business. It only means that they have met the licensing requirements and background checks needed to obtain a city license and operate a business of that type within the City of Topeka.

At this time, we do not accept online applications or payments.  ALL applications and payments must be submitted in person or by mail.

Employee license requirements
  • Pass KBI background check
  • Attach a copy of your driver license
  • Disclose any known felony and/or ordinance violation convictions for the company representatives identified above
  • Fill out the application and have it signed by a representative of your company
Employee license fees
  • All Fees must be brought in person or mailed to the Law Enforcement Center
  • Payable to City of Topeka via cash, check, money order or credit card
  • $30 for City License
  • Payable to the KBI via check or money order only
  •  $47 for the KBI background check

Employee renewal/transfer license requirements
  • Attach a copy of your driver license
  • Disclose any known felony and/or ordinance violation convictions since previous year
  • Fill out the application and have it signed by a representative of your company

  • Payable to City of Topeka via cash, check, money order or credit card
  • $25 for Renewal
  • $10 for Transfer

Company license requirements
  • Pass KBI background check for all company officers, directors, principal stockholders, or partners
  • Provide driver license information for all  company representatives identified above
  • Disclose any known felony and/or ordinance violation convictions for the company representatives identified above
  • Print and fill out the application
Company license fees
  • All Fees must be brought in person or mailed to the Law Enforcement Center
  • Payable to City of Topeka via cash, check, money order or credit card
  • $300 for City License
  • Payable to the KBI via check or money order only
  • $47 for each company representative identified above for the KBI background check
Documents needed for company license
  • The application filled out. 
  • A description and photo of the uniform, if any, to be worn by company employees.
  • A photocopy of certification from the Electronic Security Association (ESA).
  • A photocopy of the driver’s license for each company officer, director, principal stockholder or partner listed on this application
  • A Certificate of Insurance, showing compliance with the insurance requirement listed in 5.90.150 of the Code of the City of Topeka.
  • * 2 sets of fingerprints or schedule fingerprint services with the Topeka Police Department.
  • * KBI Fee(s) for each company representative identified above for KBI background check.  KBI fees for more than one individual may be combined into one check.
  • * License fee

  • Pass KBI background check for NEW company officers, directors, principal stockholders, or partners
  • Provide driver license information for NEW company representatives identified above
  • Disclose any known felony and/or ordinance violation convictions for NEW company representatives identified above
  • Fill out the application
Renew company fees
  • All Fees must be brought in person or mailed to the Law Enforcement Center
  • Payable to City of Topeka via cash, check, money order or credit card
  • $100 for City License
  • Payable to the KBI via check or money order only
  •  $47 for NEW company representative from previous year.  
Documents needed to renew company license
  • The application filled out. 
  • A description and photo of the uniform, if any, to be worn by company employees.

Once all processing has been completed you will hear back from the Topeka Police Department. Please note, licensing of the company can take up to 6 weeks.
