Alarm License

Companies which operate a business of installing or monitoring alarm systems in homes and businesses within the city limits of Topeka must be licensed by the Topeka Police Department to do business in the city.  

Individuals that work in sales and as system installers for these companies must also be licensed through the police department. Companies and individuals who are licensed have met requirements and passed a background check in order to receive their license.

The City of Topeka and the Police Department do not endorse or imply in any way their approval of any individual business’ policies, practices or methods of doing business. It only means that they have met the licensing requirements and background checks needed to obtain a city license and operate a business of that type within the City of Topeka.

Follow the instructions below to submit your license application for alarm installation, monitoring or both.

At this time, we do not accept online applications or payments.  ALL applications and payments must be submitted in person or by mail.

Apply for agent license requirements
  • Pass KBI background check
  • Certification through the ESA as a Certified Alarm Technician (Level1).  
  • Attach a copy of your driver license
  • Disclose any known felony and/or ordinance violation convictions for the company representatives identified above
  • Fill out the application and have it signed by a representative of your company
Agent license fees
  • All Fees must be brought in person or mailed to the Law Enforcement Center
  • Payable to City of Topeka via cash, check, money order or credit card
  • $30 for City License
  • Payable to the KBI via check or money order only
  • $47 for the KBI background check
Documents needs to apply for agent license
  • The application filled out and signed by a representative of the company
  • A photocopy of certification from the Electronic Security Association (ESA).
  • A photocopy of the driver’s license
  • A Certificate of Insurance, showing compliance with the insurance requirement listed in 5.90.150 of the Code of the City of Topeka.
  • * 2 sets of fingerprints or schedule fingerprint services with the Topeka Police Department.
  • * KBI Fee(s) for the background check
  • * License fee

Renew agent license requirements
  • Disclose any arrests or tickets since last application, renewal or transfer.
  • Fill out the application and have it signed by a representative of your company
Renew/Transfer agent license fees
  • All Fees must be brought in person or mailed to the Law Enforcement Center
  • Payable to City of Topeka via cash, check, money order or credit/debit card
  • $25 for City License Renewal
  • $10 for City License Transfer
Documents needs to renew agent license
  • The application filled out and signed by a representative of the company
  • A photocopy of certification from the Electronic Security Association (ESA).
  • A photocopy of the driver’s license
  • * License fee based on License Type applying for

  • $25 for monitoring only license type
  • Payable to the KBI via check or money order only

  • A photocopy of certification from the Electronic Security Association (ESA).
  • A photocopy of the driver’s license for each company officer, director, principal stockholder or partner listed on this application
  • A Certificate of Insurance, showing compliance with the insurance requirement listed in 5.90.150 of the Code of the City of Topeka.
  • * 2 sets of fingerprints or schedule fingerprint services with the Topeka Police Department.

Once all processing have been completed you will hear back from the Topeka Police Department. Please note, licensing of the company can take up to 6 weeks.
